AVE and Ipsos, a partnership for the transformation of schools in Romania

Bucharest, December 11, 2025. The Association for Values in Education (AVE) and Ipsos Interactive Services (IIS) support the headmasters and the teachers enrolled in the Programme for the Transformation of Schools in Romania to become leaders of change in each classroom and community. The partnership between AVE and Ipsos aims to generate a real impact upon the 55,000 pupils studying at the schools that implement the Transformation Programme.
Implemented by AVE in 90 educational institutions across the country, in urban and rural areas, the programme pursues setting up empowered and autonomous schools, able to manage their own continuous improvement process. The schools are at various programme implementation stages, and early results show a reinforced leadership by the headmasters, an improved student–teacher relationship, but also the pupils’ progress across competencies such as literacy, social-emotional and digital.
The vision of the Programme for the Transformation of Schools in Romania is for each pupil in Romania, by having access to quality education and learning opportunities, to enjoy visible progress across each of the 5 key competencies – literacy, social-emotional, digital, numeracy and civic.
AVE’s Transformation Programme is underpinned by the experience of an extensive team involved in supporting the schools over a three-year period and helping them make real progress in implementing the action plans and achieve their goals set throughout the transformation process.
“The schools that are part of the Transformation Programme enjoy a genuine ecosystem created by educational advisors, educational coaches, mentors and analysts. The latter, more than 200 in total, conduct a school’s initial and final in-depth assessments so as to provide a comprehensive picture of its evolution throughout the programme. As part of this discovery process, systems and tools designed to measure pupils’, teachers’ and headmasters’ skills are employed in order to collect data. The collaboration with AVE is part of Ipsos’ #MakingAnImpact initiative the main pillar of which is education. As such, the company contributed with 100,000 Euro to the implementation of the Transformation Programme in 2025, an initiative through which AVE works directly with the schools and supports the leaders and the teachers engaged in educating the new generations.
The Programme for the Transformation of Schools in Romania integrates, in a single transformation journey, the experience from the Edu Networks, The School Leadership and Management Academy and HumanKind programmes implemented by AVE. The mission of the Transformation Programme is to assist the schools throughout transformation and learning processes by means of three pillars: developing skills for headmasters and teachers, creating supportive and collaborative relationships, and continuously measuring progress.
